DPWH HEAD URGES ACTION: ‘ACCELERATE, DELIVER, LEAD’ FOR A BAGONG PILIPINAS

Amid the midterm mark of President Ferdinand R. Marcos Jr.’s administration, Department of Public Works and Highways (DPWH) Secretary Manuel M. Bonoan delivered a powerful and urgent call to action at the 2025 Midyear National Convention of the District Engineers League of the Philippines (DELP). 



This is not the time to slow down — this is the time to double down on our mission.   We are at a pivotal moment — not just for DPWH, but for the entire government and the Filipino people”, Secretary Bonoan said on May 30, 2015 before a crowd of District Engineers, Assistant District Engineers, and public works officials from across the country. 


Marking two decades of dedication to engineering excellence and public infrastructure, Secretary Bonoan lauded the DELP’s unwavering commitment, describing it as a quiet but powerful force shaping the nation’s future. He hailed its members as the “frontlines of national development” and rallied the 197 District Engineering Offices nationwide to uphold the highest standards of efficiency, transparency, and responsiveness in project delivery.


The DPWH Chief underscored the urgency to fast-track infrastructure development under the “Build Better More” program, positioning DPWH as both a pillar of infrastructure and a model for reform-driven governance. 


He called on all DPWH engineers and public servants present to lead with courage, act with conviction, and build with purpose as the nation pushes forward toward a more resilient, inclusive, and forward-looking Philippines under the administration’s Bagong Pilipinas vision.


“Bagong Pilipinas is not merely a branding slogan,” Secretary Bonoan emphasized. “It is a bold national commitment… an urgent call to transform the way we govern, the way we serve, and the way we build our country.”


The Secretary also highlighted the importance of embracing innovation and technology, to empower — not replace — engineers. “Those who embrace innovation will be the ones who shape the future of public works in the Philippines,” he said.


The convention day was honored by the presence of former DPWH Undersecretary, now Congressman and Chairman of the House Committee on Public Works and Highways, Honorable Romeo S. Momo Sr. Also in attendance were DPWH Undersecretaries Eugenio R. Pipo Jr., Roberto R. Bernardo, Ador G. Canlas, Carlos G. Mutuc and Anne Sharlyne G. Lapuz, along with Assistant Secretaries Loreta C. Malaluan and Constante C. Llanes Jr.  Undersecretary Maria Catalina E. Cabral and Assistant Secretary Nerie D. Bueno, graced the Fellowship Night.


The event was further supported by DPWH Regional Directors Gerard P. Opulencia, Cayamombao D. Dia, Lilibeth N. Aparecio, and Alex B. Ramos, as well as Stakeholders Relations Service Director Randy R. Del Rosario and Assistant Regional Directors Joel F. Limpengco and Joselito B. Caballero. 


In closing, Secretary Bonoan reminded attendees of the weight of their work and inspired a renewed sense of mission: “We’re not just building roads — we’re paving hope. We’re not just building bridges — we’re connecting dreams.  We’re laying the foundation for a nation our children and their children will be proud to inherit.”


The 2025 DELP Midyear Convention was meticulously organized by the National Executive Board under the leadership of National President Randolfo A. Melosantos. Assisting in this endeavor were Executive Vice President Simon N. Arias, National Secretary Ronalyn P. Ubiña, National Public Relations Officer Ruby H. Canlas, and other Board of Directors and regional chapter officers. The convention was chaired by Arturo L. Gonzales Jr., President of the National Capital Region Chapter.
